Adds a war and associated content for Shanxi and Xibei San Ma.

If you have Waking the Tiger enabled, and would like to play the new mini-tree alongside the warlord tree, there is a game rule to allow it.

Compatible with any mod that doesn't touch China content or the generic focus tree.
Not achievement- and multiplayer-compatible.
