HET's turret tooltip lists the "Damage /s" before taking into account damage type modifications, probably since HET (unlike every other turret mod and the base game) avoids using damage type modifications and directly modifies hullDamageModifier and shieldDamageModifier within the weapon generator.
Since your turret here relies primarily on addPlasmaDamage for its damage multiplication, the tooltip makes it appear to be doing significantly less damage. I suspect (and will test) that if I actually build and use the turret, it will perform much better than it appears on paper.
Here's an example at our T37 turret factory on Rusty's US - average DPS/slot for turrets at this tier is 300-400. Average DPS/slot for highly efficient turrets is closer to the 1-2k range:

The flamer is one of the best damage turrets, but it should be given its limitations. It makes a fantastic fighter weapon, but against enemies with impenetrable shields (pretty common after crossing the barrier) I really wish I could make fighters out of the plasma version. Alas, the damage is lower than nearly everything else at this tier.
