CBJ Strategic Regions Rework - Updated

My update of the CBJ Strategic Regions Rework, uploaded with permission of the original creator, Incompetence. Credit goes to them, I just added some of the new states added in the 1.3 update. I don't really want to make any drastic changes to the original mod, but let me know if there are any undesirable outcomes or outright bugs, especially involving new added states. I play with a ton of other mods so won't necessarily notice myself. Should continue to be compatible as long as the devs don't add any new states.
