Translocate rebindable

Description
A mod that adds the Rpg growth of the wizard skill translocate as a headtech. Pressing the button for head tech (rebindable with RPG Special 1) by default activates it teleporting you to your cursor. Rpg growth mod is required to use this tech,I raised the distance to Translocate to 100 (it has no impackt if you have not enough stamina) , All credits go to Epica242
