Merc Value Rebalance

- This mod balances out the costs of mercs so you are not forced to take the same each run in order to make a good economical choice.
- Use together with custom difficulty settings to adjust start money and income from mines.
- AIM merc hiring cost rebalance according to their level of usefulness on level 10.
- Before you could hire Barry ~three times on level 10 for the price of one Ivan on level 10. Now Barry is ~80% of Ivan on level 10 to match his abilities and stop the exploit. That will leave him with enough to donate to church.
- High value mercs get more rewarding to hire.

Merc Value Rebalance Mod - Tier List 1.0

Ivan is going to cost you about $83K for two weeks on level 10. This is roughly 4% more expensive than vanilla. All other mercs are compared with Ivan, so you can get an overview of the approximate price structure of mercs and how much they are going to cost you later on.

S-Tier (~120% of Ivan salary on lvl 10)
Magic - Raven - Scully - Sidney

A-Tier (~100% of Ivan salary on lvl 10)
Ivan - Raider - Reaper - Scope - Shadow - Thor - Vicky

B-Tier (~80% of Ivan salary on lvl 10)

Fox, Steroid and Meltdown are not of the very expensive kind. So it should not be an issue.
Fox for example is 55% of the cost of Ivan on lvl 10. Steroid and Meltdown are in the range of that give or take a few %.

Vanilla game gives the mercs different sailery increase rates, which I haven't touched to keep that flavor. For example Steroid starts expensive but ends up cheaper compared to others. Grumpy starts cheap but ends up more expensive than others.

Also keep in mind medical deposits make mercs look more expensive/less expensive than they actually are. Fox has high medical deposit, while her weekly fee actually are not as high as it looks like.

Mercs which get cheaper:
- Vicky only a bit to take her out of the price range of Magic, which she was in on lvl10, where she does not belong. She is in the range of Ivan/Shadow/Reaper/Raider/Scope now, which is below Magic/Scully/Sidney/Raven, who are considered highest tier in this mod.
- Fidel. Was just vastly overpriced. Is still decently expensive now. But a bit cheaper than Ivan (~85% of Ivan).
- Tex. He was just overpriced for the stats he offers, but now is still decently priced considering his special abilities with dual wielding (~82% of Ivan).

Grizzly, Kalyna, Hitman and Len are the cheapest option mercs to hire, which stay cheaper than the rest on level 10 if you decide to level them up there. All of those 4 are between 43% to 50% of the price of Ivan on level 10, while all other mercs are at least 50% of the price of Ivan on lvl10.

Did you factor: mercs that others don't like and won't join or ask for more money which is a killer on higher difficulty.
E.g. Fox, Steroid, Meltdown

The general philosophy is about
a) what useful stats a merc has and how many, such as agility, dexterity and wisdom,
b) what skill they can do, such as marksmanship, mechanic, explosive, medic or leadership,
c) how good they are in their certain field of operation compared to the field,
d) status of mercs still plays a role, so Fidel stays more expensive than Barry while Red does not (on lvl 10),
e) estimated usefulness of main perks such as that of Raven, Ivan or Mouse, which make them outstanding.

Every merc is affected other than Gus, Scully and Magic, they build the benchmark. Ivan only got a ~4% increase. Vicky got a tiny bit cheaper. Hitman, Len, Grizzly & Kalina stay cheap options to hire. Fidel got way cheaper so it is actually worth hiring him compared to the competition, which was mostly Barry before. The higher the original merc value is, the less adjustment was necessary. So guys like Sidney, Raven & Reaper are almost same as before with only tiny adjustments while the recruit and veteran level mercs got larger adjustments to become more expensive.

Interesting. I've been looking for a mod that rebalances the "Recruit" level mercs, i. e. makes them a little worse, or alternatively increases their price, because in vanilla there's almost no reason to replace the recruits later on, given how fast they level (with training) and how cheap they are.

Plus it makes it kind of hard to justify using anyone other than Barry as your explosive expert (the same goes for Livewire to some extent).

Is every merc affected by your rebalancing or is it just a bunch of them? What logic did you use for your rebalancing in general? :)
