BBW Helm limit by speed LUA

Real life cargo ships limit their helm as they go faster.

This version allows limiting 2 types of steering, rudder and azimuth thruster, at differen rates.

A LUA script allows a smooth transition of helm limitation.

A graph with the horizontal axis of speed and allowed helm in vertical would look like this

If you want no azimuth at high speed, which is safer than wiping around, then set the above high to 0.

Typical rudder settings are 1 (full) when slow and 0.3 (a fraction) at high speed.
Typical azimuth settings are 0.3 (turn assist) when slow and 0 at high speed (only use rudder).
