The joint research and development team quickly clarified the positioning and various indicators of the target ship: each country needs a Type I frigate with a standard displacement of 7,000-7,500 tons and a full load of about 8,500-9,000 tons. The Romani Federation uses it as the second-level main air defense ship, and other participating parties use it as the main air defense ship. The plan was finalized immediately and named Frégate Conjointement Europa Avancé, which is the joint advanced frigate of Europa, abbreviated as FCEA.

在研发过程中，各国对船只的电子系统，武备的需求并不一致，各方为就不同需求和日后外销可能性做出提前准备，FCEA在设计过程中便提前加入了模块化设计系统，可以根据使用方不同的需求进行定制。同时，该舰引入了全新的损害管制和自动化控制/舰队联合指挥系统，使得船员的数量大大减少。同时，全新的自动舰队指挥系统（可不加装）可以使舰船轻易的接入数据链，并且舰船可以随时在舰队指挥中枢/舰队作战模块中快速切换。
In the process of research and development, countries have different requirements for electronic systems and armaments of ships. In order to prepare in advance for different needs and the possibility of future export, FCEA has added a modular design system in advance during the design process, which can be based on Customized according to different needs of users. At the same time, the ship introduced a new damage control and automated control/fleet joint command system, which greatly reduced the number of crew members. At the same time, the new automatic fleet command system (optional) allows ships to easily connect to the data link, and ships can quickly switch between the fleet command center/fleet combat module at any time.

FCEA批量建造开始之后，曾于罗曼尼联邦芬坎蒂尼学院的FFGX星座方案一起参与了白星合众国FFGX下一代大型护卫舰的投标，因为造价过高未能成功参选，最终中标者为星座级。然而，在星座级中标之后，白星合众国主动选择了法兰克·高卢王国的莱昂纳多学院为白星军队继续提供补给，芬坎蒂尼学院也主动选择与原版FCEA共享建造技术，星座级实则上继承了一部分FCEA的实际血统。
After the batch construction of FCEA started, he participated in the bidding of the FFGX next-generation large frigate of the White Star United States with the FFGX constellation program of the Fincantieri Academy of the Romani Federation. Because the cost was too high, he failed to participate in the selection, and the final winning bidder was the Constellation class. However, after winning the bid for the Constellation, the White Star United States took the initiative to choose the Leonardo Academy of Frank Gallic Kingdom to continue to provide supplies for the White Star Army, and the Fincantieri Academy also took the initiative to choose to share construction technology with the original FCEA. Inherited a portion of the FCEA's actual lineage.
