Description
Function: Make a velocity pivot easier to stop

Usage: Crane base keeps slowly swinging while offloading

Method: Below the set value, e.g. .0099, changes output to zero. Thus the velocity pivot has an easier to find "stop" zone.

Value done as property so you can scale it with your build.
