Background NPCs: Civil War Edition

You might have to enable DV from the background NPCs settings, also I think citizen waypoints also may have to be set down.

They don't appear for some reason, is there something I'm doing wrong or somethin'?

Background NPCs don't support LVS yet

Okay but I'm saying you don't need Decent Vehicle because not only does LVS - Cars have its own AI built in there, but its AI also uses on-board weapons.

The vehicles are forced to be used by DV (Decent Vehicle), so I can't really do much unless I somehow switch it to where it uses AV (Armed Vehicle)

You could actually make the AI shoot if you make it use LVS - Cars instead of the last 3 addons.
