Description
This mod removes the loyalty penalty from creating additional cities for everyone by modifying the blueprints citymanager.xml to turn it from -6 to 0. Should work with all factions, and will probably work for modded ones.

No problem! Glad you figured it out. They likely modify the same file. It may work if you switch the load order around or if you remove the loyalty part from the other mod

my bad, I looked at all my mods file and it seems to be coming from CCOO that redefines loyaltyPerCity for each faction

Doesn't seem to work anymore.
I have 2 cities and -3 loyaly from "city amount" playing astra militarum.

Yeah idk, it just keeps saying it's failing to upload. Not sure why. I made a discussion on this mod detailing how to do it yourself, it's not difficult at all. I'll keep trying occasionally to try and upload it but I honestly have no idea why it isn't
