MOAR for ACE, bandaging time modifier standalone

I am proudly and happily, finally, presenting a complete re-write of the bandaging time modifier from MOAR for ACE (formerly [ACE]MOAR).

With this MOD, you can decrease or increase time required to bandage yourself and others.

DISCLAIMER
While this MOD is compatible with Advanced Wounds Reaction and KAT (main reason it was rewritten), it is obvious it may overlaps with some of their functions, mainly AWR which adds a bandaging modifier option (default is 2) when bandaging yourself.
Use with caution and intelligence.

No fixes will be provided to support other MODs with similar purpose.

Finally I can play the game with my friends and not waste 60 fucking seconds every second minute because I got hit by a stray bullet. People who play without this are psychopaths.
