Leader Cap per Planet capital building tier.

Tier 2 - 0.2 leader cap
Tier 3 - 0.4 leader cap
Tier 4 - 0.6 leader cap

Not too many, not too few. In late game, you will have probably about 20-30+ leaders. Tried 0.25 / 0.5 / 1, and I got 50 leaders in late game. It took much micromanaging.

너무 많지도 않고 너무 적지도 않게 밸런싱했습니다. 최종적으로 후반의 경우 20~30명 가량을 보유하게 됩니다. 0.25/0.5/1로 시도해 봤는데. 50명 가까이 돼서 마이크로매니징이 너무 심해 확 줄였습니다.
