In response to the growing demand for larger and more capable torpedo destroyer designs, Project TD7 was initiated—spearheaded by the OCvC Swordfish, which assumed the role of class leader. While the vessel retains the same general armament configuration as its predecessor, the OCvC Skipper, nearly every other aspect—including the armor type—has been completely reimagined.

The Swordfish marks the beginning of a series of transformative reforms within the naval development program. As the first vessel built under these revised standards, it has become a reference point for the new generation of destroyer design.

Being a relatively recent addition to the fleet, the Swordfish received only a minor upgrade as part of the broader naval reconstruction initiative, reflecting its already modern design and up-to-date capabilities.
