Atmospheric ion thrusters

Description
This is a simple mod which allows ion thrusters to work in atmosphere, with a slight buff as most ion ships are built under-powered. It should work with the DLC thrusters, though i no longer have access to DLC so please let me know if that's not working. have fun : )

Does this work for only the basic Ion Engines or any mod with Ion Engines?

it also reduces ionic power consumption to almost zero. i forgot i did that

Stuff is showing in build vision haven't tested further as stuff keeps happening.
