Traveler Cloak Fix

Description
Makes the swim speed buff from the Traveler/Explorer Cloak always apply, rather than only out of combat.

Since these are combined trinkets that include Fins, it's strange to have them only apply the Fins effect when the Mobility Cloak effect is active.

Can you give me the log file after a crash? On Windows it's at %appdata%/Necesse/latest-log.txt
