a custom interventionists civic (named Peacekeepers in game) i made for pacifist empires.

features:
- intervene casus belli against all empires engaged in an offensive war
- pacification war goal, granting a large amount of unity on victory, and enforces demilitarization on the enemy empire, heavily reducing their naval capacity for 10 years
- access to satrapy vassal type, providing the overlord some of the subject's naval capacity and basic resources
- peacekeeper garrison holding, providing the subject additional naval capacity and soldier jobs at the cost of loyalty
- custom prosperity faction demands while the civic is active
- supreme peacekeeper councilor position
