Changes the initial world state for Brink into a version that is owned by the Black Dog faction.

Segregated United Cities Lords/Ladies

The town is not a new instance and is compatible with mods.

The town is a mimic of the same set up under the United Cities.

Instead of police stations, there will be Black Dog HQ squads.

None of the other world states are changed.
