Description
This is the first roof Tower (ATC) for smaller Airports
but you must build a foundation in level 3 under it (see Pictures)
with stair (for staff only) Then you build the Roof Tower over it (also Level 3) , you not see that foundation then

it is functional , like the in-game atc

Does this function as an ATC tower or is it for looks only?
