[Sonic] Rouge the Bat Player Model

Port of the following addon: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1936198260

Model contains a player model and NPCs. The model has eye posing, facial flexes, jiggle bones, custom hitboxes, and a ragdoll with a physics model. Physics model/materials/original bones were from the above model.

This is a commissioned port.
