Hope 9000-The Final Upgrade

Adds a final skill unlock event for Hope which will enable all remaining skills for her to use.
As with her other skill upgrade events, it is on a cooldown, and is enabled by the previous event (after the cooldown finishes). It also will not trigger until her intellect skill is at least 9.

This mod will work if added during in-progress playthroughs, but only if it is enabled before the 4th skill unlock event occurs.
