Standard Cap for Artifacts

Description
Removes the stupid 3000 cap for minor artifacts and replaces it with the same cap everything else uses based on your resource storage.

Works well in tandem with my other mods.

This mod is breaking the advanced logic resource from cosmogenesis AP. I saw it being tied to current MA stockpile and ALs icon was changed to a question mark.

seems to be incompatible with the "no limit for influence" mod. only whichever loads last will work
