Erm, probably not :)

If you really want to, you can manually edit them with ECM.

Mod request: add colonists with fully customisable traits (gender, specialisation, perks, flaws, quirks, all that)

No worries, I remembered what you requested. If you frame it as trying to find a mod that does X, instead of a requesting a mod that does X, then you won't get the folks talking money.
