OPC Ram - Utility Rover

Description
This is an personal tweak to the OPC Ram
it is less of an "Starting Rover" and more of an "Utility Rover".
It sacrifices the Hydrogen Engine in favor of an Connector and an new Projector, as well as two programmable blocks.

It is an redesign meant for use after you got your initial base/outpost setup.
