Replace Higher Tech Traders

Description
The Goal Is Simple: If you are a low Tech Colony, High Tech Traders will avoid you! Specifically if they are more than one tech level higher than you they will be replaced (Trader spawn Only) Until you Reach A Higher Tech Level, Where the mod should allow you to meet.

This mod replaces traders from factions with a higher tech level than the player's faction..By default, only factions with a tech level up to one level higher than the player's faction are allowed. The list of allowed factions is updated whenever the player's tech level changes or a new game is started or loaded.

Which ill start working on an update for soon.
ive yet to look into the changes brought by 1.6 but there is a somewhat decent chance the mod should still work even without an update though i might be wrong its worth trying

V3.0 is now finished
Should now properly log everything in logs
Cache is working again
DB update should now work
Side Effect: 6000 tick wait before mod attempts to load (Does not increase load times)
