Am I correct that you want to reduce the availability of blueprints?
In FCS, enter your preferred value to the right of the Vendors added to the SQUAD TEMPLATE of the two lost librarys.

Sorry, but we are not planning to increase Engineering Research in this mod.

@Pers would you be able to make it so I can also find Engineering Schematics there too? Doesn't have to be a High percentage. Just something. I rarely find them there.

This just makes sense and makes libraries much less of a disappointment to loot. Entering mid-game, libraries almost feel like a waste of time to bother with looting.
