Player Border Conflicts lower cost

This mod makes the price for border conflicts much lower. I made this mod for myself because when there is some other focus on the elite, then your political power accumulates much longer and spending it on it is not the best solution

player can initiate border conflicts with AI. Intended as a proof of concept, feel free to incorporate this into other mods. Note that this directly overwrites WTT_border_conflicts.txt and CHI_decision_categories.txt, so you may want to split the relevant parts into their own files if you want to keep things seperate.
