A simple patch to fix the women's suffrage law when using BPM and UHR&E together.

UH Diplomacy, UH Warfare, and UH Demography are already compatible and don't require a patch.

After looking into the code, what this patch fixes is the small boost to education access that is provided by the UH mod when more progressive women's rights laws are enabled, which is overridden by BPM. This compatch does need an update for 1.7--until it is updated, it is better to disable it.
