1) At some point in small weak backward states, there are massive anarchic Soviet republics. I would be happy to see uprisings and revolutions in colonies, empires, and medium-sized bourgeois republics. But we have anarchic Vadai, Hail, Switzerland. Local aristocrats are so weak, and anarchists are so strong that they easily seized and hold power. They are supported by everyone except absolutists. Normal for Russia/China/France...early 20s, but nonsense for agrarian absolute monarchies of the 1860-70s.
