High FPS Support

Description
Allows rendering the game at above 60FPS without affecting the speed of world simulation.

This mod is entirely client-side.
In singleplayer there are config settings to speed up or slow down the game for fun.
This mod also contains a few optimizations that can help with reaching higher frame rates. They are disabled by default and can be enabled through the mod config.

Potential Issues:
* Your display's refresh rate must be greater than 60 Hz for this mod to work properly.
* Periodic minor visual artifacts will occasionally appear.
* Compatibility with other mods is not guaranteed:
Jittering can happen if other mods use custom drawing that is not framerate-independent.
There are no fixes for these issues besides other mods' authors adding explicit support for this mod.

So...i have two friends playing with me we have 0 issues but only one of them have some micro freeze happening kinda randomly he set up the frame skip off and he have limited his fps to 165 (his monitor have this) but both of us have 144, could be something related to it ?

@68x That did work, however, deinstalling the mod uncapped the fps again. Turning frameskip on / to subtle seems to fix the uncapped fps and sprite flickering.

This mightve also just been me being dumb and not noticing frameskip was responsible for limiting the fps in Terraria, and that 60 fps isnt enforced by the game automatically. If thats the case, then thats on me.

To fix the game, follow these steps:
enable mod
reload
go to mod config (cog icon)
Limit fps On
FPS Limit 60
everything else off

Higher fps persists even after uninstall. This mod apparently is permanent. Wow.
