He was a cheapskate. He wanted the hamburgers now but he couldn't pay for them now. So he said that he would “gladly pay you Tuesday” to give the impression that he would give them the money for the hamburgers now then- but he never did!
In the "Popeye" cartoon, Wimpy's famous line "I'll gladly pay you Tuesday for a hamburger today" jokingly indicates that "Tuesday" will never come and that Wimpy was trying secure a free lunch without any real intention of ever paying for his hamburger.
