Framerate Reduction Effect

Basically just reduces framerate of the input file to a number you can set (by default this should be 10 but I set it to 5 for testing) without any quality reduction in the video or audio. That's all it does.

Before you ask, NO. It does not allow you to set it above 30fps or to 0fps or below. If I allowed that it would either have no effect or would probably cause everything to implode. If you try either the effect will abort itself.

Basically, it simulates playing a video file on a toaster (and as we all know, thanks to our friend Red Plumber Guy, All toasters toast toast!).
