I choose to not include shoot sounds because there are already a bunch of sound mods that do just that. I also did this, because it can appeal to people who like the vanilla shoot sounds. So, not wanting to force people to make a choice, I simply left them alone.
I'm thinking of doing a big all-in-one pack once i've done all the sounds, just so people don't have 20 different VPKs cluttering their customs folder. But if I want to, I might do shoot sounds, but don't expect any.

Short answer: Yes
Long answer: This mod is a SOUND mod, meaning it will only affect how the gun sounds when you reload. It is not a texture mod, the lighting in the screenshot is from a personal lighting setup using SweetFX (A different mod).

But in short, this mod has nothing to do with the textures of the 74U. It only changes sounds for the 74U, so you skins shouldn't be affected.
