Using this mod as a basis but adding more direct control over mortals. Cities are "kingdoms" with unique mini-unit-rosters and you could send missionaries to convert them as alternatives to conquest. Or take them over via crusades.
Maybe reduce pretender options to focus on pretender customization. Along with having to balance pretenders from T1 literally just a guy with magic, T2 Monsters and lesser giants, T3 Titans and T4 idols.
I should probably share this idea someplace else.
In which you can start as one of the giant monsters without fully overhauling all the map and gaining stats from the time you have been alive, making the resource nodes heal you or something like that.
