Removes all vanilla prescripted countries from both spawning and appearing in empire selection

How do I get this to work? I subscribed and added it to my playlist. I started a new game using just the Empires I created. All the prescribed empires are in it along with the ones I created.... is there a load order?

I will let you know in the distant or near future if PDX adds more prescripted empires or messes with the file structure and this needs to be updated.
