JGR/JNR ToMu 19000/50000 and ToRa 4000/6000 open wagon

Description
In the late 1930s, Japanese Govermant Railways (JGR) mass-produced steel-bodied 15/17-ton open wagons, with the 15-ton Tomu 19000 and 17-ton Tora 4000 introduced in 1938. The outbreak of World War II restricted the use of steel, so they were redesigned to wooden construction, the Tom 50000 and the Tora 6000. After WII, Tomu 19000, Tora 4000 and other open wagons built with steel bodies were also refurbished to wooden.

These wagons included in this mod are the typical models from the late 1930s, while the Wamu 23000/50000/90000 cover the same period for the covered wagons. Tomu 19000 was refurbished into wooden Tomu 39000 after the WWII, while Tora 4000 was refurbished into wooden but kept its number.

For Tomu 50000/Tora 6000, 75 km/h top speed variants will be available from the late 1960s.
