Description
Every faction can make any diplomatic deal with each other. However, this won't bypass hardcoded restrictions. For example, you can only confederate factions of the same race.

And check out this Resources mod by Ragnarok if you haven't already (it's actually a large compilation of his mods) which is a gamechanger for trade, resources, diplomacy and crafting, all in one. Well, with the usual caveat on how well it works with modded factions, of course - like all other mods out there. It's a beauty though with pretty much any vanilla faction/race!

I think the All Diplomatic Options mod only applies to the post battle options after taking a settlement, while my mod applies to the diplomacy screen. I don't mind you sharing similar mods in the comments, I would actually encourage it :)

I play mostly Order Tide, but I know there's a few factions (Chaos, Skaven etc) where diplomacy is basically not an element of the game. You can declare war and make peace, for the most part. More importantly (for me) TRADE is not really a sensemaking way of earning money and getting access to resources is pretty marginally important. Recommended for any campaign (not for playing modded factions though)

Did you try the other as well? Could you describe differences between the two from your POV?
Hope it's okay I ask this here ;) This is to e.g. do trade between evil factions as well, correct?
(have a look at "Resourceful Purpose" by Ragnorok if you JUST want trade.... Across the board, with 50 lorefriendly new resources.

At least for Order factions, another popular mod option would be The Inquisitor's "All Diplomatic Options" I believe... One caveat with that might be that a small number of custom faction mods like Nagash don't work well, I think. Also it's worth noting that this expands the vertical options you have to occupy / sack / raze (by vassalize etc.) which is the main focus of Inq's mod.
