Simple RuneScape Overhead Chat

Description
A RuneScape-styled overhead chat display

Doesn't work on player models without a head bone.
Console commands:

rschat_enabled - Enables the overhead chat display.
rschat_ttl - How long should the messages be shown for in seconds.
rschat_padding - Distance between the head and the overhead text.
rschat_size - How big should the overhead chat text be.
