[B41] Randomized Rain Barrels

Description
Randomized Rain Barrels
Rain collector barrels found out in the map have between 0-400 units of clean water.

I wanted 0-60 units of tainted water, so I made sandbox options!
Set your own Min, Max, and taint chance.

I won't be updating this to B42.
Randomized Rain Barrels will be handled in my next mod: Stale Water and Propane

is posible you make a mod to make stoves randomly spawn turn on. The fire hazzard mod get a crash by a bug with isofire, a stofe taking fire doesnt but emulate a bit the mod.
