title revoke without tech

This mod is for those who are annoyed when playing in 867 that they can not revoke titles after someone revolts against them or is improsioned, and they just go "nah, you cant take ♥♥♥♥ idk" and you cant do anything since you dont have the innovation for limited crown authority. if there was a way to make it so you could only revoke with a claim / reason / target is imprisioned I would but unfourtinatly that does not seem to be possible. this mod will likley be incompatible with anything that changes crown authority.
