Its not a playermodel. its cosmetics props that you have to attach to the TF2 Ragdolls using the Easy Bonemerge tool.

First you spawn Engineer's ragdoll. then right click on him and then left click the cosmetic's effect rings and they will attach to him.

Sorry if this does not interest you, but i lack the skill to create Gmod playermodels. i have absolutely no skills in scripting or LUA.

I believe I have all of the required Addons, but the Model doesn't show up in my Context Menu under Player Models, so I don't know how to access said PM. Any suggestions?
