Adds an interaction to grant country rulership to an IG leader

Requirements:
  • Must be some form of republic
  • Must have Autocracy, Oligarchy, Technocracy or Anarchy
  • Character's IG must be in government
  • Character's IG must have more clout than the incumbent ruler's IG
