Buffed Threat Banner

This mod buffs the threat banner so that threat can be more easily focused on a single colony or outpost.

The threat banner in the current version (0.10.2.0) adds 150 threat "weight" to the outpost/colony that it is placed in, but at the cost of 10 additional overall threat. Unfortunately, this does not have a significant effect. Due to the way threat weight works (by adding to the "total" threat when dividing threat among the colony and outposts), a lot threat banners would be needed to move a worthwhile amount of threat away.

With this mod, the threat weight gain has been increased substantially to 2500, so that fewer threat banners are needed to pull threat to the desired location.

A future version may rework the threat banner so that it directly pulls threat away from other outposts, rather than increasing the weight.
