Better Fertility Grouping

Description
Smooths terrain fertility values after map generation to reduce 1x1 outliers and better group fertility clumps. Causes fertility values to better ease into each other instead of switching abruptly.

WARNING: May slightly reduce map's overall fertility but is unlikely to change balancing
