Disable Slacken Recruitment Standards

Description
This mod nullifies the effects of the Slacken Recruitment Standards feature so the AI can't abuse it.

But wasn't slacken itself changed so it is no longer limitless manpower? If a country doesn't have army professionalism to burn up, then how can it get limitless manpower?

I consider it abusing because the AI can't really use any of the features in the game. It's just an illusion. Currently the AI will merc itself to bankruptcy so they'll never run out of troops even in the smallest of battles. Plus they use the slacken button to get basically unlimited manpower.

Does the AI even abuse Slacken Recruitment Standards? If so it seems more linked to issues of AI getting generals for free more than anything.

I would recommend you make a separate static_modifiers file, with a different name, so that yours only changes the slacken recruitment part. This way your mod will possibly overwrite any other mod's static modifier file depending on the mod name. Otherwise, love the mod!
