Reduce Crew Lag

Reduces some tick rates for crew to help with late game lag. I made this mod for my friends but you are welcome to use it and see if it helps.

- JobAssignmentsPerSecond reduced from 120 to 60
- LowPriorityJobAssignmentsPerSecond reduced from 30 to 15
- ResourceSearchesPerSecond reduced from 120 to 60
- Crew Animation Intervals increased by 6x-16x depending on animation
