Rome's Recipe Experience Fix

Description
Requires Rome's Reusable Metal. All credits go to the original mod and the author is welcome to incorporate changes made in this patch.

This mod does two things: 1) Most recipes in Rome's Reusable Metal mod shall give Metalworking XP as intended. 2) The Scrap Pop Can recipe can use all pop cans.
