Megastructure Situations

Description
If there is an upgradeable megastructure in your borders starts a situation which completes the upgrade.

Notable changes:
-Situations are more visible when compared with the megastructure tab in the outliner
-Situations have an upkeep instead of the upfront cost
-Construction can be paused at will to start work on another megastructure with higher priority or to have more alloys for ships
-Keeps upgrading megastructures without needing to remember to click the upgrade button again

Currently does not support Aetherophasic Engine and Wonder Sphere, those are upgraded as before

I've noticed sometimes the situations regress instead of completing. I think it might have to do with custom shipsets that change Megas design?

So I was able to get situation by removing ruined megastructure and creating it again by commmands.

I have concquered some ruined megastructures from countries but I can't get situations to repair them to appear. Is there a solution to fix that via commands?

There is some issues between this and gigastructures.

Upgrading a dyson swarm to a dyson sphere doesn't proc the requirements for the gigastructural constructs ascension perk.

And for some reason in MP we lost ability to dismantle kilostructures after they are complete:/

As I see from bot perspective, they intend to start a lot of constructions at the same time which cause their alloys to meet deficit quickly, which also cause them to pause all constructions at the same time. So it's kinda 1 month of building 3 arc furnaces and 2 dyson swarms followed by 7 months of no progress due to lack of alloys. Maybe you can make them perforn one construction at the time while considering the rest of the alloys for 2nd and more situations?

Cost reduction: The situation costs less
Build Speed: The situtaion ticks faster but costs more as you build more in the same time.
Ex: 10% cost reduction, 50% build speed would result in a monthly tick of 1.5 progress at a cost of 1.35 (1.5*0.9) times the cost without reductions and build speed.
