caramelldansen from starbases

Makes starbases play a muffled caramelldansen when the camera gets close.

Obviously I do not own caramelldansen and if needed/requested I will take down the mod.

Aquatic and toxoid starbases should hopefully play the song now but cybernetic and machine starbases refuse to play it. I added the files anyway in case something magically fixes them.

If something goes horribly wrong, lemme know.
