このMODでは日本のコンテンツである明治維新の改良を行います。

1・ジャーナル記事「大政奉還」達成時の効果追加
実業家に王党派、知識人に近代化推進者のイデオロギーが追加され、AIが日本をプレイしている場合に専用のAIストラテジーに切り替わります。
また企業である住友、安田、渋沢、根津と川崎が利用可能になります。

2・新ジャーナル記事「維新への道」の追加
徴兵令や廃藩置県、新貨条例など、明治維新で行われた改革をジャーナルによる法改正の形で追加しました。
このジャーナル経由で法制定を行うと施行成功率などにボーナスが入ります。また政治運動として改革を後押しする御一新運動を追加しました。

3・新ジャーナル記事「地租改正」の追加
大政奉還完了時にこのジャーナルが有効になります。達成すると課税キャパシティのボーナスを得ることができます。

4・新ジャーナル記事「倒幕運動」及び関連イベントの追加
日本が市場開放を強制された場合にジャーナルが発動します。発動中には幕府の影響力が低下するイベントが発生し、ジャーナルの進捗ゲージが100%に到達するとすぐに大政奉還を行うことができるようになります。
これによってAIも高い確率で明治維新を起こすようになりました。

5・新ジャーナル記事「殖産興業」の追加
大政奉還完了時に10年間有効になります。ランダムで工場や鉱山を建設するイベントが発生します。

6・新ジャーナル記事「大日本帝国憲法」の追加
「維新への道」完了後に発動します。ジャーナルが完了すると承認国への進捗が大きく進みます。

7・明治天皇のキャラクター変更
明治天皇の性格に几帳面を追加、イデオロギーを近代化推進者に固定しました。
その他にも孝明天皇が支配者となっている場合、1867年に明治天皇に代替わりすることが可能になるイベントの追加、明治、大正、昭和天皇が後継者として出現するイベントと能力の変更、大正、昭和天皇の固有容姿の追加（1230james様作）を行いました。

8・新ディシジョン「北海道開拓使の設置」「岩倉使節団」「大船建造の禁令を解除」「日本に開国を要求」の追加
