Sound Fix for 1.12

Description
As explained by u/Arsustyle in this reddit post, the sound files in 1.12 have been significantly compressed compared to previous game versions. This has meant that many sound effects have significantly worse audio quality.

Although this is likely an error on Paradox's part that will be resolved eventually, I figured I'd whip together this quick fix to solve the problem in the meantime. This mod returns all of the impacted sound files to their previous file size, restoring the audio quality of these sound effects.

Mod seems to be still needed, as the Files are still lower compressed Size in

\SteamLibrary\steamapps\common\Crusader Kings III\game\sound\banks

Still needed in 1.13. Sounds are still muffled without it.

I tried to do a playthrough after 1.12 dropped and just could not get over the awful sound downgrade, so I decided to not play the game again until they fixed it.

I expected it to be one of the first things they'd fix, but we just got a bugfix patch on the 19th now that STILL didn't fix it, and as far as I can tell the devs have yet to even acknowledge this issue anywhere online...

Thank you for the mod, finally I can play the game again.
